The report emphasizes that climate change intensifies drought conditions in Europe, with unprecedented heat being the key factor overshadowing seasonal rainfall deficits. Following a historic heatwave in June, European countries are experiencing critically low river levels, widespread water restrictions, and devastating wildfires. The evidence suggests that an increase in global temperatures significantly accelerates moisture evaporation from land and water bodies, leading to a highly unstable and arid environment. Despite below-average spring rainfall, it is the climate-induced temperature surges that have transformed the situation into a severe drought crisis.

The study, published by the World Weather Attribution group, details how rising temperatures are actively depleting natural water stores. Mariam Zachariah, a researcher at Imperial College London, pointed out that the drought is driven less by low rainfall and more by a warmer atmosphere that creates larger moisture deficits on land. This means that even in regions where precipitation remains relatively steady, drought risks continue to grow. Scientists explain that a warmer atmosphere can hold about seven percent more water vapor for each 1 degree Celsius increase in temperature, which directly amplifies evaporation from soil and vegetation across the landscape.
Using extensive weather data and sophisticated computer models, researchers calculated how the likelihood of these extreme conditions has changed by comparing today’s hotter climate with a hypothetical scenario 1.4 degrees Celsius cooler. Their analysis reveals that soils in western Europe are now five times more prone to severe dryness than in a world without human-induced warming. In eastern Europe, these same soil moisture deficits are 11 times more probable. The study also highlights that the chance of experiencing extremely high evaporative demand between April and June in western Europe has increased by about 80 times. Consequently, rainfall shortfalls that previously might not have caused significant drought now lead to drastically drier soils.
Calls for Immediate Global Emission Cuts
Dominik Schumacher, a researcher from ETH Zurich, stressed that the tendency for soil to dry out prematurely during spring is already becoming more pronounced before summer arrives. He explained that rising temperatures rapidly increase the atmosphere’s thirst, drawing vital moisture from rivers, lakes, reservoirs, and the soil itself. The year’s relatively wet start, combined with extreme heat, created conditions highly conducive to large wildfires. The rapid desiccation of the landscape primed it for ignition, resulting in severe fires across multiple nations. The findings confirm that climate change intensifies drought patterns across Europe, shifting weather cycles into more perilous regimes.
The agricultural sector is under unprecedented pressure due to the widespread loss of vital soil moisture. Drought conditions are causing historic crop failures across several nations. France is on track for its lowest maize harvest in 50 years, signaling severe disruptions to regional food supplies. Simultaneously, Romania has lost over one million hectares of maize, further threatening the stability of the agricultural supply chain. These domestic shortages, combined with ongoing global conflicts, threaten to push food prices higher and disproportionately impact low-income populations.
Projected Long-Term Warming Trends
The hydrological impacts are worsening the economic damage, with critically low river levels disrupting vital cargo routes. Major shipping routes on key waterways are experiencing increasing interruptions, reflecting the escalating severity of the continent’s water scarcity crisis. Reduced river flows threaten energy generation in regions reliant on hydropower. Data from the Copernicus Climate Change Service confirms that recent June was the hottest recorded in western Europe. Many nations are already enforcing emergency measures, including temporary bans on non-essential drinking water use, to conserve dwindling supplies.
Experts warn that if global temperatures continue to rise, these drought conditions could become even more prevalent. They highlight that such extreme evaporative conditions are already occurring at 1.4 degrees Celsius of warming. If emissions push global temperatures to 2.8 degrees Celsius, these conditions could become twice as likely. Without swift and substantial reductions in greenhouse gases, scientists warn Europe faces a future dominated by increasingly relentless and intense dry summers.
