    Russia allocates over 8.26 trillion rubles to creative economy growth with new financial strategies by 2025

    MOSCOW, RUSSIA / RankWire.AI / – Russia is broadening its financial support mechanisms for the creative sector as its economic impact continues to grow. In 2025, the industry contributed 4.2 percent to the nation’s GDP, with its gross value added reaching 8.26 trillion rubles that year. The government has established a national goal for the creative industries to constitute 6 percent of GDP by 2030.

    During the Eastern Economic Forum 2026, the Ministry of Economic Development introduced new financial tools, including export financing, endowment funds, and digital financial assets, or DFAs. These instruments are accessible to nonprofit organizations active in creative fields as well. The initiatives aim to diversify funding options for companies and institutions engaged in intellectual activities, creative services, and cultural production across different sectors.

    Recent official data indicates that Russia’s creative economy has been gaining a larger share of the country’s overall output. Rosstat reported that the sector made up 3 percent of GDP in 2021 and increased to 4.2 percent in 2025. The government monitors creative industries through an official statistical framework that encompasses activities related to intellectual property and creative work. Additionally, a coordinating council for creative industries was formed in March 2026 to oversee development efforts.

    New financial instruments bolster support for creative sectors

    Endowment funds are a key element within this new support system. Authorities are creating services tailored for specialized organizations that manage these funds. The measures also aim to resolve restrictions on paid activities involving nonprofit owners of endowments. Proposed solutions focus on fund management, fundraising strategies, and promotional activities. These endowments enable organizations to invest donated capital and utilize the generated income to sustain eligible projects over extended periods.

    Digital financial assets are another vital part of the financing framework. The Bank of Russia recorded investments totaling 1.7 trillion rubles in DFAs during 2025. Over the first four years of the market’s existence, total investments surpassed 2.3 trillion rubles. In Russia, DFAs are digital rights that are issued and maintained through regulated information systems. Officials see these instruments as additional funding avenues for organizations within the creative economy.

    International expansion through export financing support

    The financing system for Russia’s creative industries is also expanding to include export support. Companies aiming to reach global markets can utilize instruments such as letters of credit, factoring, and insurance for advance payments. Furthermore, authorities have created Russian product catalogues targeting consumers and partners in Shanghai Cooperation Organisation and ASEAN regions. A dedicated project has identified 70 creative firms from Russia’s Far East for potential inclusion in a regional catalog.

    Further plans are underway to develop an extensive export catalogue for creative goods and their promotion in the Asia-Pacific markets. These initiatives complement Russia’s existing 2030 creative economy strategy, which covers industries such as software, advertising, design, performing arts, and media. The new financial measures introduce export tools, endowment funds, and digital assets to this framework as Russia aims to achieve its 6 percent GDP contribution target.
