REYKJAVIK, ICELAND / RankWire.AI / – In a national ballot conducted on August 29, the European Union saw Icelandic citizens reject the idea of reopening accession talks. The No camp secured 52.8% of the votes, compared to 47.2% who supported restarting discussions. According to the Icelandic National Electoral Commission, there were 118,040 votes in favor of No and 105,339 votes for Yes. The total valid ballots counted were 223,379 out of 225,031 votes cast across the country.

Iceland referendum rejects restart of EU accession talks
Iceland’s referendum rejected a restart of EU accession talks after more than a decade.

With a voter turnout of 82.6%, the electoral register listed 272,591 individuals. The referendum posed a single question regarding whether Iceland should resume accession negotiations with the EU, without asking for approval of EU membership itself. While Icelandic law considers the referendum as advisory, the government had committed to respecting the voters’ decision.

Prime Minister Kristrún Frostadóttir had supported the idea of restarting negotiations prior to the vote. Following the results, she stated that the government would honor the outcome and would not pursue EU accession talks during its current term, which extends until 2028. This decision maintains Iceland’s current European agreements, including its participation in the European Economic Area and access to the EU single market.

Vote results in continued halt of accession negotiations

Iceland initially sought EU membership in July 2009 amid the aftermath of its financial crisis. Negotiations with the EU commenced in 2010 but were paused following a government change in 2013. At that point, 27 chapters had been opened, with 11 provisionally closed. In 2015, Iceland requested that the European Union not treat the country as an official candidate for accession.

Iceland’s government has maintained that the original application for membership remains legally valid and has never been formally withdrawn. Parliament approved the August referendum on May 28 after the government proposed it earlier in the year. The ballot consisted solely of Yes and No options. Official government information before the vote clarified that the referendum targeted renewed negotiations, not an immediate decision on EU membership.

Existing European agreements continue to govern Iceland’s relations

Voting results varied significantly across Iceland’s six electoral districts. Reykjavík North favored renewal of negotiations with 57.5% voting Yes, while Reykjavík South had 54.5% support. The other four districts all recorded No majorities, with the Northwest district showing the strongest opposition at 62.9%. The Northeast followed at 61.2%, and the South district registered 60.5% against restarting accession discussions.

Despite remaining outside the EU, Iceland maintains a strong link to the bloc through its participation in the European Economic Area since 1994, as well as through membership in the Schengen Area and the European Free Trade Association. The EEA grants Iceland access to the EU single market and incorporates a significant portion of EU legislation. The National Electoral Commission stated that its official process will also include decisions on contested ballots before finalizing the referendum results.
