This binding implementation deal, finalized after comprehensive technical and financial negotiations that began in January 2026, marks a major milestone in the EU’s multi-billion-euro satellite communications project, shifting it from initial concepts into full-scale production. The upgraded system aims to facilitate faster launch schedules and deliver secure, tamper-proof connectivity to government and military users.

    According to the terms of the revised agreement, the core satellite constellation will increase from 282 to 348 orbital units. This implementation agreement sets out firm timelines for satellite manufacturing, launch procurement, secure ground segment development, and operational service deployment. The initial satellite launches are scheduled for 2029, enabling early sovereign connectivity for member states shortly thereafter.

    The decision to expand the satellite constellation responds directly to rising security challenges and changing defense operational needs across Europe. The upgraded design features technical improvements to the baseline satellite hardware, with an additional layer of 66 low Earth orbit spacecraft specifically supporting defense agencies, national security, and emergency services. Technical assessments indicate that this expansion will boost secure governmental communication capacity within EU territory by 60 percent and globally by 54 percent, strengthening regional resilience during emergencies and critical infrastructure incidents.

    EU Commission Formalizes Contract to Grow IRIS2 Satellite Network

    The SpaceRISE consortium, responsible for the main development and 12-year operational management, includes prominent European satellite operators such as SES, Eutelsat, and Hispasat. Close collaboration with the European Space Agency ensures technical support and launch coordination. Manufacturing activities involve a broad network of European aerospace companies, including Thales Alenia Space, Airbus Defence and Space, and OHB, with telecommunications firms Orange and Deutsche Telekom also participating.

    Funding for the expanded satellite infrastructure is arranged through a public-private partnership, drawing from the European Union’s budget, national contributions, and private sector investments from consortium members. Member states have already begun formalizing their financial commitments for deployment from 2028 through 2034. Official records show Poland allocated 656 million euros, Hungary committed 500 million euros, and Spain announced investments ranging between 1.6 billion euros and 2 billion euros, with additional funding negotiations ongoing.

    Enhanced Technical Features Increase Secure Government Communications by 60 Percent

    The broader communications system will also serve non-EU nations, including Norway and Iceland, through dedicated agreements. As the EU’s third flagship space program after Galileo and Copernicus, IRIS2 is intended to provide high-performance, tamper-resistant communications for public authorities and to fill digital connectivity gaps in remote regions. The network will utilize military-grade encryption standards across dedicated spectrum bands, safeguarding critical infrastructure from cyber threats and physical disruptions.

    As the manufacturing process commences across European industrial hubs, the European Commission and SpaceRISE will oversee phased milestones leading to initial orbital testing. The execution of this agreement ensures that the EU will have a resilient, European-owned orbital asset capable of supporting civil protection, defense operations, and commercial digital services well into the future, aligning with long-term strategic autonomy objectives.
